THE POWER OVER LIFE AND DEATH - Governmentality in Foucault: war and state racism
Research abstract

In 1976, Foucault taught at the Collège de France the course: In defense of society. The central problem of this research arises from the analysis of this course. The choice is due to the fact that in it Foucault establishes concisely the relationship between power, war and genealogy. In the last class, however, the theme of war changes, no longer being a confrontation between races, but a biological policy of life management, to be abandoned in the following courses, to the detriment of the notions of government and governmentality. Aiming to understand this change, I intend to analyze, first of all, the concepts of war and power, then direct me to the study of biopower and state racism. Then, I intend to understand governamentality, to finally put two theses in confrontation: the position of Thomas Lemke and Mônica Loyola Stival who defend that the transition from power to governmentality would represent a refinement of Foucault thought, and the perspective of Éric Alliez and Maurizio Lazzarato, who take into account the process of colonization, showing that war and state racism does not break with government.
